As someone who has lived all over N America including various areas in the Pacific NW, I can definitely confirm that East Oregon is basically Idaho. Most of the license plates in Ontario OR are from Boise / Ada County and there are tons of OR plates in Boise. Let's not forget however that Meridian ID is now mini San Francisco with Cali plates everywhere. Cheers!
