Because the article is about designing web user experiences, and front-end code is simply a tool for actually putting together these experiences in a way that can be directly tested and used for something rather than in one of a dozen various UX design tools, none of which are anywhere near as flexible as HTML5 and CSS3. These are just tools of the job, and from my perspective, it’s a disadvantage to not be able to design websites directly in HTML and CSS.
