Boise already does - many of the people who live and work in E Oregon towns like Ontario have Ada County ID plates, and money pours into E Oregon every year by the truckload from Idahoans driving to cannabis shops there. Half of my friends in Boise are from E Oregon and they constantly drive back and forth doing business etc. Ontario OR is basically just outside the Boise metro area and if you teleported there without seeing "Welcome to Oregon" you would think you're in Idaho.
